The 21st Annual John Bonython Lecture presented by Robert Kagan.  Kagan asks where America will find the international legitimacy it requires, because a steady denial of legitimacy by fellow democracies, such as those in Europe, could weaken the power that the liberal democratic world can wield in its defence.
