In the Winter 1989 issue of POLICY, Mark Harrison and John Logan proposed that Australia's annual immigration quota should be auctioned and allocated to the highest bidders. The argument that economic immigration would best serve the welfare of Australian residents if existing labour market distortions were removed and employers were free to recruit workers from abroad according to specific needs.
