In September 1990, the Cato Institute held a conference in Moscow entitled Transition to Freedom: the New Soviet Challenge. The conference was organised around two main themes: 'The Soviety Economy in Transition: From Planned Chaos to Spontaneous Order' and 'Beyond the Cold War: Creating a New Soviety- US Relationship'.
