The Services Protocol was expected to be the major instrument in the development of free trade in the services sector. But whereas New Zealand has taken major steps in this direction, Australia, by a range of restrictions designed to protect the domestic broadcasting industry, has effectively prevented the greater integration of broadcasting markets.
